Nunavummiut have the right to receive high quality Inuktut, French, and English language services from territorial institutions, agencies, and municipalities. There is a symbiotic relationship between an "active offer" of language services and the public's wish to use such services. Providing active offers creates a demand for services, This in turn will contribute to the development of strong Inuit and French language communities as increasing demand stimulates language use. It is therefore essential for the OLC to monitor whether services and provided and, if necessary, conduct investigations where it is not.
